Brazilian Federal Narcotics Council (CONFEN) and Brazilian National Anti-Drug Council (CONAD)

Presided over by Dr. Domingos Bernardo de Sá Sobrinho, lawyer and council member of CONFEN, the commission also visited the UDV. With the results of the examination, CONFEN published Resolution 06/86 (DOU 05.02.86) "that temporarily suspends the inclusion of mariri [Banisteriopsis caapi] in the cited decree".

As a result of the work to clarify the UDV before CONFEN's members, CONFEN published Deliberation 24.08.92 which determines that, "The tea and the species of plants [Banisteriopsis caapi and Psychotria viridis] should remain excluded from the list of DIMED and the reexamination of the matter will only occur on the basis of new information." Today, these two deliberations of CONFEN are the legal basis for the ritualistic use of Hoasca in Brazil.

With the absorption of CONFEN by the National Anti-Drug Secretariat (SENAD) and by the National Anti-Drug Council (CONAD), the UDV continues following the same principle that it has maintained since the beginning, to put itself at the disposition of authorities for all necessary clarifications.

Thus, the UDV has been present since the creation of the Secretariat, having participated actively in the First National Anti-Drug Forum at the end of 1998, which was the first public activity of Senad.

Through this participation, the UDV further enhanced its trustworthy reputation with the authorities of that governmental department, which then permitted the UDV to participate at the end of 1998 in the annual meeting of the National Anti-Drug Council, a department of the National Anti-Drug Secretariat that reports directly to the President of the Republic of Brazil.
